why does JPM_CAT_ITEM_ID entry in non-Person profile only allow 8 characters when the field length i

We are adding new non-person profile (Job) competency items but are getting an error saying that the content item name must be less than 8 characters.  Why does JPM_CAT_ITEM_ID entry only allow 8 characters when the field length is 12 characters in the table?  Has anyone else encountered this error?
