Full tier DPK fails with OS 1069

Hello All,

I am trying to install Full tier ELM image-19 DPK on Windows-2016. I have an already installed Oracle-12.1.0.2 home and have set remove: false in psft_customizations file to avoid a re-install of it.

I am facing the below error as in the logs.

0202020-02-08 21:54:05 +0530 /Stage[main]/Pt_profile::Pt_psft_db/Pt_setup_psftdb[ELMDMO92]/ensure (err): change from 'absent' to 'present' failed: Database instance CDBELM creation failed, Error: Execution of 'C:\app\oraadmin\product\12.1.0\dbhome_1\bin\oradim.exe -new -sid CDBELM -intpwd manager -startmode auto -srvcstart system -pfile C:\app\oraadmin\product\12.1.0\dbhome_1\database\initCDBELM.ora' returned 14: Enter password for Oracle service user: Instance created.
