After installing the PeopleTools 8.56.x DPK, when trying to create a PIA domain using silent install

After installing the PeopleTools 8.56.x DPK, when trying to create a PIA domain using silent install mode  Unable to create the PIA domain . same response file work on other servers but not in one of the server. running as debug mode like below, but no helpful error message.

(in PeopleSoft Enterprise PT PeopleTools - Version 8.56  - Microsoft Windows x64 (64-bit)).

c:/PT85621/setup/PsMpPIAInstall/setup.bat -i silent -DRES_FILE_PATH=c:\temp\resp_file.txt  -debug

-- error message.
