Peoplesoft high page space usage

We have a server that runs Application Servers but also Process Scheduler.  It has been running 80+% paging space usage.  Should we add 8 gb of memory and hope the issue resolves?  Or is there a better strategy to manage paging space with Peoplesoft applications?  I am unsure how Tuxedo handles memory.
