surrogate-agent registration sent incorrectly

I have 2 surrogate agents set to register against different registrar servers.

surrogate1 should use registrar1 over network-interface1

surrogate2 should use registrar2 over network-interface2

Both of the surrogates are currently configured for the same realm (access).

result - both REGISTER messages are sent out to registrar1 over network-interface1 (yet they do include different usernames/password respective to surrogate).

It is a live system so playing around is not too good so my question is:

in order to get desired behaviour, would it help to create 2 additional realms, 1 for surrogate1 and 1 for surrogate2, link them to different network-interfaces?
