WLS scripts slow for Peopletools 8.56.21

Hi, I am deploying Peopletools 8.56.21 with WebLogic Server 12.2.1.3.0.  I am running these scripts in $PS_CFG_HOME/webserv/MYDOM/bin to administer the domain:

adminserverStatus.sh

multiserverStatus.sh

startManagedWebLogic.sh

startWebLogicAdmin.sh

stopWebLogic.sh

They are extremely slow.  It takes 15 minutes to run startManagedWebLogic.sh to get to the point where the SSL port is listening.  Does anyone have any thoughts on what to look at or possible cause?
