Uploading using add_attachment function takes too long for some users

Is there any way we can check how the add_attachment function is related to the connection speed of the user?

I tried to upload a 100mb file in the Flat File Journal Import Request page that uses the add_attachment function. It took me less than a minute to upload the file. However, some users complain that when they do the upload on their part, the 'upload' takes too long and sometimes it hangs already. If it is successful, it takes roughly an hour before the file can be uploaded. Can this be related to connectivity?
