What actions causes a PSPROJECTDEFN row to update the 'LASTUPDDTTM' column?

We use PSPROJECTDEFN for auditing purposes - Did we move a project to production before the business approved of the change.   We think we may have hit a snag as it appears the PSPROJECTDEFN, LASTUPDDTTM  time stamp shows March of 2019, but we didn't import the project into Production until April.  Does anyone know what changes cause the LASTUPDDTTM column to be updated?  the project in question has a new Record (we did the 'build' to generate the SQL) and also a new File Layout. 

Any help would be appreciated as I need to explain this to my superior.
