8.57.13 DPK install on AIX not recognizing psft_customizations.yaml

I'm trying to do the same process that I did for Peopletools 8.57.04, which is to run the dpk to install the midtier deploy_only deploy_type app_and_tools_home.

I ran the psft-dpk-setup.sh as non-root and said no to default installation. I copied a psft_customizations.yaml from my last install and modified the ps_home. Then I ran

cd /home/psft/dpk/base/dpk/puppet/production/manifests

/opt/oracle/puppetlabs/bin/puppet apply --confdir=/home/psft/dpk/base/dpk/puppet site.pp

--debug --trace --detailed-exitcodes --logdest /home/psft/psft_dpk_work/psft_dpk_setup.log

When it runs I get this:
