Automatic tool for department updates to tree manager

Is there any delivered tool for adding the department to the tree manager. In our company we have around more than 5k+ departments. Each manager is associated with a department. We will be receiving the daily manual setup requests related to :

1. Activate the Inactive Department and add it to the tree.

2. Change Node Level in the Tree.

3. Inactive existing department and remove from the tree.

4. Create new department and add it to the tree.

Can we design an app engine program to perform the above tasks. I am not sure why PeopleSoft did not deliver such functionality and the complications behind going for a custom program. The custom program should work exactly in the same way when we go online and search for a parent node to add the new department. How complex if we go for design. Please suggest what is the best way.
