Tax Rules for CGST and IGST

Hello,  

Can you please help me with an advise, on how should the rules be set for CGST and IGST for India taxes?

I set the Bill To and Ship To equal to the same State and added this state in the Location of the Client in AR, but the rules did not default the taxes.
