Question regarding OCSM and Openssl

I have been trying to upgrade OSCM from version 4.0.x to a newer version 4.2.x and 4.3.x and keep running into the same openssl dependency failure.  I have tried to update the application manually from the server itself and can't get the application to upload properly.  Is anyone else running into the same issue?
