Email notification on assignment of Entitlement

Hello Experts,

I have below requirement and looking for optimized way to implement it. Email notification to be triggered on assignment of specific entitlement.

--> We are on OIM 12cPS3 and OID 12cPS3 connector

-->This OID entitlement will be assigned to limited users and occurrence is very low.

-->I can have process task created as dependency task on success of Add user to group, that process checks for the entitlement assigned and triggers the mail notification.

-->This process task triggers for every user being provisioned to OID, where as the probability of specific entitlement being assigned is 1 in 1000.
