PUM Image - bug fixes that have minimum tools release requirement, is the bug an issue only in that

If a PUM Image contains bug fixes that have a minimum tools release, does it mean the bug only exists in that tools release or is that bug also present in lower tools releases but the fix is not being made available in that PI?

Example - PUM 35 have 2 bug fixes with minimum tools release of 8.58.00.  Does it mean the bug that is being fixed is only present in 8.58 or is that bug present in 8.57 but no fix is available?
