upgrade IDM 12.2.1.3 to 12.2.1.4

hello,

we are running IDM 12.2.1.3 stack (OIM<OAM<OUD and OHS) and wondering if upgrading to 12.2.1.4 is worthy than applying patches to latest 12.2.1.3 patch set? any recommendation/suggestion?

Also upgrading from 12.2.1.3  to 12.2.1.4 is it just applying "some" patches in existing 12.2.1.3 or requires fresh install of 12.2.1.4?

any help is much appreciated.
