11i-Can one create a PO ans send to approval to his manager working in different OU

Hi All

Following the business requirement in 11i.

Employee R  Creates a PO and want to be approved by V who is working in different OU ( Table 1)

Now action has been taken as per table 2. where a new R1  has been created but it gives error as "User is not an Online user"

Please suggest.
