We are experiencing slowness in our dev environment and have found trace files in the app server log

Note: We are on PeopleTools 8.55.25

Tracing is not turned on in the app server configuration file, but it is turned on under PeopleTools Debug and we can't turn the debug setting off. We uncheck the trace settings and save the page, but when we go back the debug settings are still checked and there are still trace files being created in the app server log.
