Fluid AP Workcenter - You are Not Authorized for this page

I'm sure this is probably an easy answer for someone, but I can't seem to find the solution.  I'm attempting to 'turn-on' the Fluid AP Workcenter.  My admin account can see/access the AP Workcenter as delivered.  However, when I attempt to setup the workcenter for a 'normal' user, I am able to activate the AP Workcenter tile, however when the tile is opened - the column on the left shows 'You are not authorized for this page'.  And none of the options are showing --meaning --- My Work, Links, Queries ,etc....

I did grant the user the menu AP_WORKCENTER_FL.
