Local Policy based on Media Profile does not route

Hi

When an inbound call is made with matching video codec on my media profile it should to my video trunk  ExtTrunk however it chooses the Audio Trunk to route from which has a higher cost,

If i do a test policy and change my media type to audio- i get both options to route to, but if i select video as my media-type it does not give me the option to route to ExtTrunk

Config below

I have a video media profile :
