Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. MOSC will now require that member accounts in our community be associated to a *corporate* email address. unable to create allocation for manual order

I am trying to create an Allocation or a Manual order i get the error (Open Allocation Is Already Exists Please Cancel The Allocation)

i checked there was no open allocation in alc_alloc also other allocation tables

Please let me know what is this error for
