HCM PI34 Deploying Oracle Database Server fails, /lib64/libc.so.6: version `GLIBC_2.14' not found

I am installing the latest HCM PUM Image (34) on RHEL 6, which is certified for PeopleTools 8.58. The PeopleSoft_Deployment_Packages_for Update_Images_Installation_PeopleSoft_PeopleTools_8.58_March2020.pdf states "The host operating system must be a 64-bit platform that is certified by Oracle for PeopleSoft systems." The installation fails at Deploying Oracle Database Server. The log shows the following.
