What is a Tracking URL?

We are seeing the following error message on our FSCM app Server log after we upgraded to PeopleTools 8.57.09 and Financials 9.2 Pum Image 33.  What is causing this error and how do we fix it?

'Tracking URL is not set. To set a value for the Tracking URL it is requred to configure a Process Scheduler with report distribution node.'
