Does anyone have a BI Publisher template displaying a dynamic image from a windows file identified b

I am passing a xml data element to the RTF template that defines the path and file name of a bitmap image to display.

I have been unable to figure how to code the image field on the template to read the value and get the image.  I can hardcode the image path/name and get image to display  with no problem.  

I have seen lots of examples that do not apply to specifically windows environments. 

I made this work several years ago at another installation but cannot remember the very specific combination of functions to make it work.  I opened an S.R. and Oracle support says the dynamic part is a customization so they have nothing to offer.
