How to test Stuck POXML?

Good day everyone:

  Background: Oracle We are in RDBMS : 11.2.0.4.0, Applications : 12.2.5

POXML workflow( PO Xml Delivery)  gets stuck now and then, and we had a SR created, but no solution could be obtained.

So we are trying to identify where or how the POXML fails.

We observed that If the POXML workflow activity fails at Root_Activity = POXMLSETUP, then the error is usually "ORA-01403: no data found"

However, even after setting up the values, the workflow does not restart.

How can we debug/restart the workflow?
