PUM34 install fails at Setting up OS Users Environment

We are trying to install PUM34 on Linux Native OS.  The install is failing at Setting up Peoplesoft OS Users Environment.   We've confirmed old PUM is removed and gone through all the steps we can think of, but still failing at this point.  Any ideas of what could cause this issue?
