PTF - User password failed (158,45) - some get this error and some don't

Hello,

I helping PTF users install PTF in their workstations.  Most don't have a problem.  However, a few are getting the error below.

The users have PTF Editor security, the same PTF security as the others have.

The fact that other users can successfully log in means it's not necessarily an issue with the ANONYMOUS.  We're in PeopleTools 8.57.12.

Has anyone had this problem?
