Interaction between Seq # and Line # on an invoice?

Can someone explain to me the difference between Seq and Line on an invoice.  My customer is complaining about the order that lines appear on an invoice. And asking why sometimes for the same invoice there is a difference between the order of the lines in a pro forma and the final invoice. Here's an example.  Thanks in advance.
