Upgrade/Patching OCOM/EOM. 4.0.0.0.0

I am trying to apply patch 4.0.0.6.0 to our EOM, using the apply patch option in Setup.

I am loading the rpm but it does not appear ot be progressing.  Just sits at uploading.

So 2 questions..

1.  Is this the correct method to apply the patch? 
If so, what protocol is it using to upload the patch (we have firewalls everywhere . )

2.  What is the licensing model.  I see 4.1/4.2/4/3 all available.  Are they seperate licences to 4.0 ?
