Error during HCM PUM34 Native OS install during "Deploying Database" step

I have been trying to install Peoplesoft HCM PUM 34 on personal machine. My operating system is Windows 10 pro and I have 16gb ram. I am following PeopleBooks for Installation. During the deploying the installation process is failing. When I look at the logs, I see an error message "Puppet apply of [pt_profile::pt_oracleserver] failed". Attaching the log file. Can anyone help me identify the issue?
