RIB Message stuck in IN_QUEUE 1 for days

Hi Folks,

You must have already seen this from other threads but those are too old already that might already changed on the current version.

We are running 16.x and encountered this scenario.

There were messages that were reprocessed (increasing the MAX_ATTEMPTS to 1 while IN_QUEUE is 0).

Retry adapters brought up and after couple of days, those messages found to be unprocessed.

MAX_ATTEMPS is still higher by 1 from ATTEMPT_COUNT and stuck in IN_QUEUE 1.
