How do I patch WLS to 12.2.1.4?

Where might I find a concise description of patching from a lower version of WLS 12.2.1 to the latest (12.2.1.4)?

Now that I am on PeopleTools 8.56.22, I am eligible to patch from 12.2.1.3 to 12.2.1.4...before I apply the latest CPU to the latest version. From “Information Center: Oracle WebLogic Server (Doc ID 1298857.2)”, I understand that this is just a “patch” and not an “upgrade”...so I should not need to "install". Unfortunately, everything “patching”-related that I am skimming appears to be within the same patch level…not between patch levels like I am hoping to accomplish.

While I could spend many more hours digesting all the linked documentation, I just want to know more confidently what I should download (Patchset 30188241?) and what command(s) I should run (opatch apply?) to patch a very simplistic WLS environment.
