Is there an option in PeopleTools 8.57 for users to change or setup their default homepage as Classi

We are upgrading from 8.54 to  8.57. Is there an option in PeopleTools 8.57 for users to change or setup their default homepage as Classic overriding the Personalization settings. We have setup the default homepage to fluid. We have even tried to update the user option HPPC under PTTLS to system to allow users to update, but we still don't see it under PTPT1000 permission list to allow users to update. What are the recommended ways to have classic homepage for few users and FLuid homepage as the default for few users.
