Unable to connect rman to auxiliary database while creating physical standby. Receiving ORA-12523 o

OS: RHEL 7.5

DBs: 2 2-node RACs 12.1.02 patched to April 2020 (will be patched to July soon)

GI: 19c patched to July 2020

I am creating a physical standby using RMAN duplicate.  I am able to connect to the target, but I am receiving the error ORA-12523 error - listener could not find instance appropriate for the client connection when connecting to the auxiliary:

    rman target sys/<pwd>@pridb auxiliary sys/<pwd>@stndbydb

    RMAN-00554: initialization of internal recovery manager package failed
