OIM invoking workflowservice/CallbackService?invoke= throws java.security.InvalidAlgorithmParameterE

We have two load balanced node  for OIM server and SOA server. While calling for request approval, it throws java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be non-empty  on one of the SOA server. other server returns fine.

following is the complete error while invoking  workflowservice/CallbackService from browser.

javax.xml.soap.SOAPException: Message send failed: java.lang.RuntimeException: Unexpected error: java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be non-empty

Cause: javax.net.ssl.SSLException: java.lang.RuntimeException: Unexpected error: java.security.InvalidAlgorithmParameterException: the trustAnchors parameter must be non-empty

Something similar noticed in the log when it is invoked using SOA.
