Usermanager.create fails while calling in pre-process handler after request approval for creation of

OIM 11g R2 PS3 with recently applied bundled patch 1 -  Admin accounts are being created using request, which goes for manager approval after manager approval, the admin accounts to be created using Usermanager.create method. While this solution works before applying BP 19, after applying patch BP 19 it started failing and even after manager approves, it creates second approval and assign it to same manager.

the status of first approval is completed while other one is waiting for approval. Please suggest how admin accounts can be created in this scenario without the request goes for second approval.
