Question regarding encrypting passwords using PSCIPHER

I am using Switch functionality and using PSCIPHER to encrypt the passwords. Is this the best way/safe method to accomplish this task? Is there  any security vulnerability using this PSCIPHER  functionality ? Please let me know if there is any other ways
