8.56 - Bad characters instead of accented characters

I am posting this to the Peopletools section because we upgraded to 8.56 a month ago.  I believe this is Tools related.

We recently did a Peopletools upgrade to 8.56.  We have a problem with the online pay advices.  We use a second language which is Canadian French.  Since the upgrade, we run the online pay advice jobs (ddp003cn.sqr) and now the accented characters are strange characters, taking two characters instead of showing the proper accented character.  I checked the database (we are DB2 z/OS) for earnings code etc, and I see the characters are accented correctly.  Also the generated XML file on the server appears to have the accented character correctly.
