IEX: Bulk XML delivery manager is not giving output.

IEX: Bulk XML delivery manager is not giving output. Strategies are set correctly and in open status  and work item which is of type automated and email is also not closed. Invoice is also due for more than a month  and maximum wait time is 11 days. Still request is not giving any output and no mails are going. Any idea where to check.
