Ok to update PUM prior to releasing Update Image to Prod?

Our system exists on a secure network that utilizes a local version of the PUM which is maintained/updated by an onsite Oracle team.  Our question is, if we are currently working to implement Images 32-35 (currently in test phase)... is it Ok to update our local version of the PUM to Image 36 when 32-35 have not yet been deployed to Prod?  Or will updating the PUM cause an issue with the Change Package we created to install Images 32-35?
