12.2.9 - PO and Req Approvals stuck in background wait

Hello, we've just updated to 12.2.9 and noticed that whenever we submit a Req or PO, the workflow gets stuck waiting for the background process.  PO:Workflow Processing Mode IS set to Background in PROD (12.1.3) and in the 12.2.9 system, but in 12.2.9, even when we run Workflow Background Process, the workflow never progresses beyond that.

Does anyone have any ideas as to why this is occurring?
