OAM protect policy not take effect when the URI contains multiple question marks

The protected resource configured in OAM policy does not take effect when the URI contains multiple question marks.

For example:

     We have a URL like "http://<domain1>/op/view.aspx?src=https://<domain2>/srmweb/file/downLoadForBpm2.do?fileIds=5158172 ", we protect it by "Proected Resource Policy"  in Authentication Ploicies and Authorization Policies,but when access this url, the url not be protected.
