How to display Subtabs in Tree theme on mouse hover?

I am working on Siebel 16.18 and have enabled NAVIGATION_TREE as default. Now when I click on a screen name on left pane, number of tabs appear on right side and they may have 3rd level subtab. e.g. Contact>Tabs(Personal Info, Account info, Opportunities, Complaints) and Account Info and Opportunities have subtabs like Current Accounts, Loan Accounts, Deposits, etc. SO when I hover over Account Info, it should show subtabs and if I hover over Opportunities it should show its subtabs. However its not happening currently and I have to click on tab specifically and then hover shows subtabs. How to
