Folder View in Query Viewer

Dear All

We are using PSFSCM 9-2 PT 8.53 and image 0. Kindly guide what's the purpose of folder view, could we control user by creating new folders and than move certain queries in that folder so that the user couldn't access it. But, even if we are able to move queries to the new folder I've doubts that since the dropdown is available the user could still access the query, review below:

Or suggest any other way out to restrict e.g. user A,B and C to not to access Query X, Y and Z.

Any ambiguity kindly don't hesitate to contact.
