A data directory does not exist in a created Change Package.

Hi experts,
I applied PRP to the PUM PI35.
After that, I defined the change package using a BugID and used the ChangeAssistant to create the package.
But, a data directory that existed in PRP does not exist in the created package. Is this appropriate?
Note: The data directory of PRP is containing a DAT file.
An application table may not be updated properly because the dat file does not exist in the change package.
Is there a case to manually add the files in the PRP to a change package?
