Internal Orders created from the parts requirement page getting auto cancelled

We are facing one strange issue. Internal sales order created from the Parts requirement page in the spares management are getting auto cancelled. do you know how this is happening.

We could replicate the issue in one scenario where SR debrief has consumed the material from the available stock rather awaiting for the shipping of the internal sales order, here the internal sales order got auto cancelled after SR task is debrief approved. but we also face the same issue even the debrief was entered yet.

we tested above scenario in 12.2.6 version and order is not being auto cancelled. but in the version 12.2.9 it is being auto cancelled. we just got upgraded to higher version. so we are not sure if it is 12.2.9 specific issue or it is new feature . is it controllable from any setup/profile etc.
