Issue with peoplesoft signon

We have been having strange issue since this morning. Logging into peoplesoft PIA is taking forever. It keeps spinning. This is happening only in development region (for now).

We tried bouncing App and Web, cleaned cache assuming some run-away process it there.. No luck

After we reboot, it lets Admin user login once (only once), and then they navigate and close the window, try logging again it keeps spinning..

We are not able to understand what is happening. No new patches applied..

We are on HCM 92, Tool 8.56.5, PUM 24, AIX 7.1 ..

Any help is greatly appreciated.
