Opening this based on a Tweet from Annuj:

     - Any idea when TCS 0.1 % patch is going to be release??? Go Live for all Indian Customer is 1st Oct 2020

Reviewed the E-Business Suite Release 12: India - TCS on Sale of Goods, as per Finance Bill 2020, October 2020 (Doc ID 2645738.1) and the last update was March 27, 2020.

Development has been contacted and will update Doc ID 2645738.1 with the latest patch by the end of this week.
