Getting below error while trying to compile cobol.Cobol license is installed and verified, license service is also running. But getting above error while compiling

Error:-

pscbl_mf.mak: line 249 cob: command not found

cp: cannot stat ' XXXX.gnt' : No such file or directory

cp: cannot stat ' XXXX.int' : No such file or directory

cp: cannot stat ' XXXX.lst' : No such file or directory

$PS_HOME/setup/./pscbl_mf.mak : Error : The list of files failed to compile.

XXX Failed to compile.
