Activity Guide - Broken Images

We are using activity guides for onboarding, but all the images we upload through the template are displaying to users as broken images.  Is there another step to upload the images, outside of the doing it within the template itself?  I get the message that the image was uploaded to the server, and I can see them, but no one else can.
