Disabled work item are still showing up when new strategies are assigned

Team,

We understand that in case f we disable a work item even though it shows up in the Queue it will skip the work item, This is fine for an already assigned strategies. But my question and expectation is for the new strategies that are getting assigned this should not even show up in the Q, So just want to understand what is the standard behaviour for disabled work items.

Any direction on this would be immensely helpful.
